Site Plan Approval Process

  1. Consultation with:
    Town Staff (Building Department, Public Works and Environmental Services Department,
    Planning Department)
    Public Utilities (Newmarket Hydro, Enbridge Consumers Gas, Telecommunications Provider, Cable Provider)
    Region of York Legal Department (Regional Site Plan Agreement required for development adjacent to any Regional Road)
    Region of York Engineering Department (Entrance Approval required where lands abut a Regional Road)
    Lake Simcoe Regional Conservation Authority
    Province and other agencies if required
  2. Formal application for site plan approval submitted to Panning Dpartment
  3. Applicant appears before Committee of the Whole (COW)
  4. If COW approves proposal in principle, applicant then submits full building permit drawings to:
    Building department
    Such drawings reflecting all requirements of the Region of York (if applicable)
    Public utilities
    COW
    Any other agencies as required
  5. Building Department circulates full plans to all applicable departments for review and comment.
  6. Applicable departments review drawings and formally comment to Building Department. If deficiencies exist, applicant is advised and asked to correct plans and resubmit. Such resubmitted plans are also circulated for comments as above.
  7. Once submitted plans meet with all applicable requirements, plans are stamped approved by Building, Public Works and Environmental Services and Planning Departments.
  8. Planning Department prepares draft site plan agreement which is circulated to Public Works and Environmental Services, Building, Finance/Treasury and Legal Department for comment regarding acceptability of draft site plan agreement. Revisions are made if necessary
  9. Approved drawings and site plan agreement are sent to applicant for review. If satisfactory, applicant signs agreement and has reproduction of the approved drawings and agreement prepared
  10. Applicant returns signed agreement, drawings and any required security or levy to the Town. Full building permit is now available
  11. Agreement is executed (signed) by Council and registered on title to the property
  12. Once project is satisfactorily complete, security is returned to owner
