​​​​​​The Town of Newmarket is currently undertaking a Zoning By-law project for the Yonge Street & Davis Drive Urban Centres. The purpose of this project is to create a zoning by-law for the Yonge Street &​ Davis Drive Urban Centres that best implements the Urban Centres Secondary Plan's planning objectives​ including permitted heights, densities and land uses.

​About the Urban Centres Zoning By-law Project

The Urban Centres Zoning By-law will create more precise development standards for the areas within the Urban Centres, and is intended to more efficiently facilitate applications for development and re-development within these areas.  The new Zoning By-law will examine and provide provisions on specific items like building h​eights, setbacks, placement, parking requirements and facility design, and frontage articulation (among others), in a way that is simpler and more understandable than the previous zoning standards.

This new zoning by-law will be applicable to the Yonge Street &​ Davis Drive Urban Centres, as shown below​:

The Urban Centres Zoning By-law project is divided into three phases, each with its own opportunities for public consultation. Please view the chart below for timeline information and information on how you can get involved in this process.  Please note that dates are tentative and should be confirmed with Town staff.

Draft Urban Centres Zoning By-law

The draft Urban Centres Zoning By-Law has been prepared (dated June 22, 2018) and is available for public review here.  The public review period will happen during the summer months and will include the statutory Public Meeting (see below). 

Public Input Opportunities

The statutory Public Meeting was held on August 27, 2018.  The notice for this Public Meeting is available here.

The By-law is scheduled to go to the Committee of the Whole on September 17, 2018 and Council on September 24, 2018.


This project commenced in January, 2017 and is anticipated to be complete in September, 2018. The project will include extensive public and stakeholder consultation opportunities as noted above including, but not limited to, statutory public consultation in accordance with the Planning Act.  Please check this page regularly for updates.​

Parking Standards

As a background study to the Urban Centres Zoning By-law, a Parking Standard Background Study was prepared for the Yonge Street and Davis Drive Urban ​Centres.  This study recommend new parking standards for both residential and non-residential land uses in the Yonge Street and Davis Drive Urban Centres, sets out minimums and maximums per land use, and are generally lower than previous standards.  

These new standards will encourage greater usage of transit and assist in their redevelopment and intensification.  These new parking standards formed the basis of a recent amendment to the Town's Zoning By-law.  The final Staff Report​ and approved by-law are available.
